Security Training Course: Monitoring Services under the Maroni Decree

The qualification course for security services in entertainment venues, known as the Bouncer Licence, is governed by Ministerial Decree of 6 October 2009 (Maroni Law). This professional role is the Security Control Officer, a specialist operator with legal, psychological, and technical expertise. The legislation aims to train personnel capable of preventing violence and managing critical situations in full compliance with the law. Legal Affairs: The Boundaries of Authority and Legality

The core of security training centres on what a security operative may and may not do. A security officer is not a public official but a private citizen performing a regulated activity. Legal competence focuses on distinguishing between the duties of law enforcement and those of the security operative. The latter conducts visual checks at entrances, verifies the possession of access credentials, and monitors compliance with venue rules. However, they may not carry out personal searches (reserved for the police). They may request that a client display the contents of bags or backpacks. Key principles include Self-Defence (Article 52 of the Italian Criminal Code) and Necessity (Article 54 of the Italian Criminal Code), which must be interpreted as strictly defined limits. Any response must always be proportionate to the threat.

Technical Division: Control and Fire Safety Procedures

The technical division prepares the operative for the logistical management of security. It covers regulations on public order and venue safety. The operative learns to analyse pedestrian flows, identify emergency exits, and ensure they remain unobstructed. A core component of the operational courses is the prevention of health risks and fire hazards. The operative must recognise symptoms of substance or alcohol abuse in order to deny entry and provide first aid while awaiting medical personnel. Managing queues and monitoring capacity control (maximum occupancy) is essential to prevent overcrowding tragedies.

Psychosocial Domain: Communication and De-escalation

The most critical aspect of the course is non-violent communication. The primary objective is de-escalation: defusing a verbal conflict before it turns physical. The operative must possess emotional intelligence to manage agitated individuals or aggressive groups. They study body language techniques (proxemics), maintaining a non-aggressive yet defensible safety distance. Conflict mediation requires a firm but calm tone, assertive language, and the ability to avoid being drawn into provocations. A skilled operative resolves tension through dialogue, using force only as a last resort to protect personal safety.

Registration and Administrative Obligations

The Maroni Law imposes stringent formal obligations. To operate, the investigator must be registered on a prefectural list. During service, they are required to wear their identification badge prominently, displaying their unique identification code and photograph. The operative has a duty to cooperate with law enforcement, promptly reporting any criminal activity or threat. Failure to comply with protocols, or operating without the necessary qualifications—such as a clean criminal record or completion of the mandatory training course—results in severe administrative penalties for both the operative and the establishment owner.
